Yes, I will be back in the office this week. More times than not the meeting will start ay 3PM. Only 5 of us can make it to the meeting but this is a different day this time. I will be there at the same time as next week and I will see them then.

If your alternative electrical theories are correct and insulators are great conductors until "charged up" like a capacitor:
Why is it that fluorescent lamps will not start if power is just applied and require an arc to ionize the gas so current can start flowing
If your theory was correct, the arc would actually stop the current from flowing, lamp would never light.
Reality - ballasts specifically create a high voltage jolt to produce an arc across the entire tube, so the gas gets ionized, allowing current to flow. The current excites the mercury's electrons so they acquire more energy/junp out of their normal positions - when they return to normal, uv is produced which gets converted to visible light by the phosphor coating.
Are you familiar with how an ionization smoke detector works
It uses a radioactive source to ionize air molecules so a tiny current can flow between plates. Tiny particles of combustion neutralize the ionized particles, the current drops, which a chip detects and opens a gate to allow current to go to the horn.
