Handle tying the 15 amp circuit to the other circuit is not needed and all it would do is nuisance trip one of the circuits if the other circuit needed to trip. It is quite common for switches in a multi-gang box to serve (lights of) different branch circuits and no one bothers to provide breaker handle ties solely for this reason. A receptacle should not be switched unless there is a compelling unique reason for switching it or if it falls under a part of the code requiring switching such as being the only means of switching a room light from the doorway where no built in room lights were furnished.
