I thought the finance minister and his army of communications staff would=
 be able to write their own budget speech without help. After all=2C the b=
udget is their MAIN job.

But I was wrong. The finance minister spent $12=2C000 paying a contractor=
 to help write his budget speech. And in that very same budget=2C the mini=
ster claimed the government was cutting spending on consultants.

The finance department just outsourced its key responsibility and sent you=
 the bill.

The federal finance department spent $12=2C168 on =E2=80=9Cspeechwriting c=
ontracts=E2=80=9D to help write the finance minister=E2=80=99s budget spee=
ch.

You=E2=80=99re already paying millions for communications bureaucrats in t=
he finance department. You=E2=80=99d think that between all 23 communicati=
ons staff=2C and the minister himself=2C someone in that department could=
 write the budget speech.

After all=2C writing and delivering the budget is a key responsibility for=
 the finance minister and his department of finance.

Instead=2C the finance department handed a contractor more than $12=2C000=
 to help write the budget speech and sent you the bill.

Which brings up an important question: Why are you paying for so many comm=
unications staff in the finance department if they can=E2=80=99t even writ=
e their own budget speech?

And remember=2C you=E2=80=99re already paying for a lot of six-figure sala=
ries in the finance department.

The finance department has a press secretary taking a roughly $115=2C000 s=
alary and a communications director who takes about $150=2C000 a year. The=
 department even has a designated =E2=80=9Clegislative speech writer=E2=80=
=9D taking home about $100=2C000 a year.

Champagne also has an acting director general of communications and public=
 affairs who takes an annual salary of roughly $170=2C000 and a communicat=
ions manager who takes about $110=2C000 a year.

You also pay for five =E2=80=9Ccommunications=E2=80=9D officers=2C five=
 =E2=80=9Ccommunications advisors=2C=E2=80=9D four =E2=80=9Ccorrespondence=
 analysts=E2=80=9D and four =E2=80=9Ccommunications strategists=E2=80=9D i=
n the finance department.

All told=2C the finance department employs 23 in-house communications staf=
f costing about $2.3 million a year and the government still paid more tha=
n $12=2C000 for external speechwriting.

Champagne=E2=80=99s $12=2C000 outsourced speech=2C delivered in the House=
 of Commons on Nov. 4=2C 2025=2C lasted about one hour=2C including pauses=
 for applause and cheers from the Liberal benches. That=E2=80=99s $200 per=
 minute.

Meanwhile=2C the federal government borrowed $67 billion in 2025-26. That=
 means the federal debt increased $7.6 million during Champagne=E2=80=99s=
 hour-long speech.
